Happy Anniversary 1583!
Congratulations to all the Union members who attended the December 1, 1997 meeting. It was on December 1, 1947 that the IBEW granted us our charter number 1583. The Local had a total of 23 original members when it was first organized. We have been through a lot of changes and have grown to 112 current members. Let us continue to persevere in the standards in which our Local was established.
The following were elected as Union Officers for the term starting January 1, 1997:

At the December's monthly meeting the body elected to alter the Overtime/Charging Procedure. It reads as follows:
You can only be excused from the frozen list. If you are asked to work overtime by the list and you turn it down, you are charged for a refusal as normal even though you are exempt from being frozen. This rule will apply except for the Friday before an individual goes on vacation and for Union Officers leaving to conduct Union business. In those 2 instances the affected individual will be excused from all overtime.
Please be patient with some errors that may occur in the list for it may take a period of time to get used to the change.
Hopefully this will be an improvement to our present procedure. We thank all the members who attended to help us resolve this matter.

Gentlemen, On December 2, 1997, the run-off for City Commissioners will be held in Palatka. This election is important to us, as union members. Most of you are aware of the battle that the Policemen's and Firefighter's locals have had with City Hall. Many of the members of both locals have worked on the campaign committees of two candidates. They have done so, because these two candidates have been sympathetic to their problems. Needless to say, if the two candidates they are backing lose this election, the locals will have real problems. Their working conditions are in the hands of the voters. If you live in the City of Palatka, please excercise your right to vote on December 2nd. Please vote for James Vickers and Hernan Azula.
November 3, 1997
There were 8 different motions that were brought before the body this month.
The results:
5 Carried
2 Failed
1 Tabled
I say this to emphasize how important it is that members get involved in the decision making process of your local union.
Also, the motion which was passed on Oct. 6th, has been rescinded.

Overtime procedure charging?
Once again, the word "overtime" has hit the discussion table at the Local's monthly meeting. There is a motion on the table which states:
"That individuals can only be excused from being frozen. If you ask to be excused then you will be charged double the amount of the longest hours worked."
For example: If you ask to be excused from the overtime list, then you will not be frozen that day but you will be charged as a list refusal if anyone works below you on the list. This item will be voted on at the December monthly meeting, so plan to attend.

IMPORTANT NOTICE
The following motion was passed at the October Monthly Union Meeting.

Motion was made, seconded, and passed that we accept the written proposal submitted by James Carter on September 16, 1997 to the Executive Board. Proposal reads as follows:

I would like to propose, in order to deter future abuse of Section 6, Article 3, Paragraph 1 (working in excess of 16 hours in a 24 hour period), that a fine be levied against any member working past 16 hours without proper exceptions.

    Proper exceptions:
  1. May finish the job within 17 hours.
  2. May stay 17 hours if relief is on the way
Fine should equal all moneys earned beyond the 16th hour.
This policy is to be in effect immediately

We would like to welcome Chris Hoffman and Larry Middleton to the Central Maintenance E&I department. Chris is a Journeyman Electrician who has worked for Miller Electric here at the Mill for many years and Larry is a Master Electrician who has worked for Miller Enterprises as well as a temporary here for some time...Welcome aboard guys!!
