Stakeholders and Desired Outcomes

The group added to a draft list of stakeholders and then identified desired outcomes for the work group process. These desired outcomes can serve both as goals to work towards and measures for evaluating success. Everyone involved and interested in this process is encouraged to review this section and suggest refinements that will clarify your desired outcomes. The purpose of the work group is to achieve desired outcomes, mutually support attainment of outcomes that may be unique to one group or another and work together to shape fair and feasible solutions when desired outcomes are conflicting.

Work Group Challenges and Dilemmas

After the group listed the stakeholders and desired outcomes, they were asked to identify challenges and dilemmas that may be encountered in trying to achieve them. It may be helpful to keep these in mind as work plans are developed and implemented:

  1. Personal vs. public interests and competing interests between groups
  2. How can we have more people and less impact?
  3. Self – education and sharing conclusions
  4. Property rights vs. regulations and environmental protection
  5. Generating interest of the general population, educating them and being sure they are represented in the process
  6. Having adequate research – verifying data, educating people
  7. Being able to act without perfect information, quantifiable and statistically significant
  8. Being able to determine the cost/benefit of change
  9. Payers may not receive the benefits
  10. Existing and future nutrient problems
  11. Being able to establish and define the source of pollution
  12. Lag: time/expectations for the process and results
