Goals, Roles, and Criteria for Prioritization

Goals

A draft set of goals was reviewed and refined as follows:

  1. Promote inter-agency distribution and utilization of monitoring results and the development of Memo Of Understanding (MOU) so that limited resources are utilized effectively.
  2. Ensure that the agencies programs enhance the understanding of contaminate and nutrient migration.
  3. Encourage development of groundwater flow models for the Santa Fe Springs region.
  4. Identify sensitive lands. Evaluate activities that impact groundwater. Promote land uses consistent with the goals of the work group.
  5. Identify, disseminate and promote best management practices and alternatives for commercial, industrial, residential and agricultural users that encourage reductions in excess usage.
  6. Support the research developing and the implementation of human and animal waste management practices that reduce or eliminate discharges to surface or groundwater.
  7. Promote the construction of a waste water treatment processing system for High Springs.
  8. Educate the public on activities and findings of the work group.
  9. Develop recommendations for actions in reports to groups impacting water quality

 

The Role of the Work Group

The group identified the following list of roles for the Work Group may apply to the activities in several categories:

  1. Solicit comments related to river and springs water quality for local governments, agencies and others.
  2. Gather scientific research, data and statistics
  3. Translate data (jargon) for public consumption
  4. Provide background information when requested
  5. Provide guidance to those seeking access to data
  6. Maintain a web site for disbursing information
  7. Provide a forum for discussion of critical issues
  8. Provide a critical evaluation of proposals – a think tank
  9. Convene groups to identify pros and cons and to seek consensus on recommendations
  10. Foster and coordinate research efforts
  11. Coordinate modeling efforts
  12. Encourage development of nitrate level maps
  13. Recruit volunteers for monitoring, clean-up and other activities

 

Draft Criteria for Prioritizing Projects

This list was reviewed and will be used by the Work Group and Action Teams to prioritize their activities.

1. Consistency with SFSWQWG mission and goals

2. Contribution to the work group action plan

3. Importance – Will it have a significant impact on desired outcomes?

2. Cost effectiveness – How much bang for the buck?

3. Practicality – Can it be done?

4. Feasibility – Can it be done with accessible resources?

5. Probability of success – What are the chances it will work?

6. Is this something that can be done by another existing group?

7. Supportability – Will decision-makers, key stakeholders and the public support it?
