Gainesville Sweet Adelines Winter Holiday show, December 2, 6 pm, Unitarian Universalist Fellowship at 4225 NW 34th Street.

Gainesville Sweet Adelines is recruiting women who like to sing and have fun doing it. No special training necessary, no formal audition required. Rehearsals held every Monday at 7pm, United Church of Gainesville, 5th Avenue at 17th Street.

HOrses helping PEople of North Florida, Inc., is a non-profit organization providing equine-oriented activities to individuals with special needs. Equine-assisted activities can improve physical, cognitive, emotional, and social skills.

Children and adults in the North Florida region have already benefited from these services, but HOPE would like to provide much more. HOPE needs a larger home.

HALLOWEEN FISH FRY AT KATE'S FISH CAMP!

5:30 sharp, in costume, on bike, at Kate's parking lot, with appropriate attitude. Bring:- scarf (for bugs), light (it will be dark when we get back), candy for the kids on the trail, well oiled metronomes. Our ride this week will be east all the way to Hawthorne to disperse candy amongst the populace.

Fish fry at 8 pm. No early ospreys.

15 to 25 people do The Sunset Ride to the overlook on the prairie every Friday night. We at the fish camp compliment the ride every other week with alternating fish fries and oyster roasts. Usually ends up with acoustic music around a camp fire.

As a generality, I am not much into urban recreation except when the bunny-huggers all clinch hands around a pittance of a park such as Paynes Prairie and deny everyone who is not on the state payroll access or input. Hence, In the big picture, I am very much concerned with human recreation and preservation of cultural values, but most of my fighting occurs at the level of the U.S. National Park Service, FL State park Service and other bureaucracy that have long-since lost touch with the public that pays the bills!!!!!!

COMMENTS

I liked the comments about after school programs. That's why we have our Riding Club and 4-H Club out here. Actually have applied for a small grant from a local bank to get urban and under privileged kids into horse program for summer to keep them off the streets. In my experience, bored kids are the ones getting into trouble. Bored and unsupervised is just a bad combo with adolescents.

NE PARK STORMWATER--Staff Comments

I appreciate Monica's passion about the NE Park and I have heard her concerns and the concerns expressed by a great number of people that use and love the NE Park. This Park is a tremendous asset to the City and we are very sensitive to the preservation of our park system.

The Commission directed staff to come back to them with one or two alternatives in addition to the Task Force recommendations. Stu's report to the Commission was basically that we supported Options #1 and #2 of the NE Park Stormwater Task Force report with a couple of additions to consider.

Option #1 of the Task Force states "The City purchase Kim Popejoy's property for a Northeast Park extension and address stormwater treatment needs there, with design input by the five (5) member Task Force-appointed design work group, and plan approval by the entire Task Force."

Staff recommended the following supplement "the City Commission direct that applications for all funding sources for grants to be filed with the administering agencies. These grants, if obtained, will assist the funding the purchase of the portion of the Popejoy property needed for stormwater management. After construction of facilities, the land may be dedicated as park."

Option #2 of the Task Force states (If the City will not purchase Popejoy property) In the interest of good citizenship and environmental stewardship, the Task Force recommends that the City, utilize the un-treed area on the south end of the soccer field, where a small ditch and swale already exist, in conjunction with a berm of the smallest size possible, to collect the runoff from the impervious area of Northeast Park." In addition the five member design work group would work with City engineers.

Staff recommended the following supplement "the additions below are to create a stormwater treatment and attenuation facility with a goal of compensating for the volumes predicted to leave the park:
1. In addition to the "untreed" area, Public works recommends to include the soccer field and the land immediately to the west of the noted area between the ditch on the park border and Northeast 2nd Street. Several lots exist there that may be used for stormwater management.
2. In addition to "the runoff from the impervious area of Northeast Park," Public Works recommends adding the runoff from the rest of the park as the design goal for the facility."

In our evaluation we felt that the type of stormwater system the Task Force would support for inclusion in the Park - low impact, very shallow, grassed bermed area - would also work very well in the soccer field area of the park and not be disruptive so that the area could still be used as a soccer field. This type of multi-use stormwater facility is used in parks and sport fields frequently. You may be familiar with the private school located on SW 20th Avenue just east of 75th street - they have a large playing field behind their building that serves as a stormwater basin. No one would know it is a stormwater facility except during heavy rains when the water ponds.

My children played soccer for years (including on that field at NE Park) and played on fields all over the state of Fla. It is not uncommon for fields to double for use as stormwater areas in large parks. It never disrupted the use of the facility, even in the rain oddly enough.

In regards to any future stormwater facility designed for the park--the Task Force recommendations included the appointment of a citizen work group that would work with staff IF a stormwater facility is designed. This would be to ensure that it is designed to work with their intent. Stu and I agreed this is a great idea and welcome the opportunity to work with a citizen's group on this project.

The City Commission's action was to direct staff to bring a report back to them on land acquisition options. To notify the Task Force and Friends of NE Park when this report comes back. and to refer some Park related issues in the Task Force recommendations to the Recreation and Cultural Affairs Committee for consideration.

I appreciate the opportunity to clarify the City Public Works Department's recommendations regarding NE Park.
