STUDENT SENATE MINUTES

SPECIAL MEETING

June 22, 1995

The meeting was called to order by Senate President Joseph Stadlen at 7:05 p.m.

ROLL CALL:

Roll call was taken by A&E Chairman Zudans. Quorum was established with 54 senators present.

PLEDGE OF ALLEGIANCE:

Former Senator Charlie Grapski led the Senate in the pledge of allegiance.

AMENDMENTS TO THE AGENDA:

None

AMENDMENTS TO THE MINUTES:

Charlie Grapski's public debate speech was in error. Senator Hennis removed his authorship from all but amendments #32 and #43. Some announcements were not shown. The meeting ended at 12:23 a.m. The minutes were approved as amended.

PUBLIC DEBATE:

Cory Siansky said that he had seen four students in his residence hall watching the televised Senate meeting. The viewers commented that the senators were taking themselves "really seriously".

Brent Gordon thanked everyone for the help given in preparing the budget and presenting it on Tuesday.

David Gay submitted his resignation from Senate due to ROTC obligations and his belief that new, enthusiastic leaders are always good for the university environment.

Annette Ritzhaupt stated her support for the budget, but also her objections to funding for SETA. She felt it wrong to fund an organization in opposition of medical research requiring animals.

Jeff Kostick gave a quote from Gandhi. He responded to the Senagator saying it was good to know someone loves him. He felt that SETA should be funded, because it would be wrong to not allow them to represent that segment of students even though his heart goes out to families who have suffered a loss when medical research could have helped.

Steve Morgan gave a speech on the original protest rider in the budget, saying the budget committee had tried to remove it illegally. The 131 amendments were intended to ensure the budget bill provided for first reading was exactly as had been originally presented. His speech is on file and available in the Senate office.

Sheryl Klein, District Governor for Circle K, thanked Senate for staying so late Tuesday to hear Circle K's financial needs. The groups had worked at Ronald McDonald House today making dinner for families of children in Shands Hospital. Her speech is on file and available in the Senate office.

Leslie McCurdy said it was nice to see everyone working together.

Val Zudans requested people not repeat things that have already been said. He addressed the question of free speech by asking if Student Government should use money to fund events that some students find wrong. He clarified that he was opposed to funding SETA because medical research is essential to everyone's medical care, not because it would further his career.

Charlie Grapski said that a lot could get done in these chambers if done cooperatively. Everyone has the right to say what he/she feels.

PRESIDENT'S REPORT:

Senate President Stadlen said there would be no committee reports at this meeting, however, he allowed IRO Chairman Hurley to given out "Senator of the Month" certificates to members of the Budget committee. President Stadlen announced the formation of the Senate President's Ad-Hoc Committee on Reapportionment. Members are: Chairman John McGovern, Vice Chairman Jon Kilman, Catalina Obesso, Lisa Medford, Brent Gordon, Chris Dorworth, Corey Parks, Steve Morgan, Mike Demko, and Matt Johnson. This committee was approved.

SECOND READING:

95-1047 1995-96 SG Funded Organizational Budget - $225,000.00 - The bill was presented by Chairman Gordon. He explained that the removal of the protest rider from the bill prior to first reading had been a misunderstanding, and had not been intended to change the bill. Senator Hennis questioned the inclusion of the Budget hearing minutes as a rider if the minutes were contradictory to Senate decisions. It was explained that actions in Senate would supersede the minutes of the hearings. Senators Morgan and Hennis spoke con on the bill. Senator Kostick moved to end debate. The bill passed 55 to 0.
