STUDENT SENATE MINUTES
June 6, 1995
The meeting was called to order by Senate President Joseph Stadlen at
7:00 p.m.
ROLL CALL:
Roll call was taken by A&E Chairman Zudans. Quorum was established
with 64 senators present.
PLEDGE OF ALLEGIANCE:
Senator Sherry Hall led the Senate in the pledge of allegiance.
AMENDMENTS TO THE AGENDA:
Senator Taylor moved to add Senate Bill 95-1046, Transfer from Reserves for
$26,660.00. This was approved, and the agenda was approved as amended.
AMENDMENTS TO THE MINUTES:
None
PUBLIC DEBATE:
Casey Hurley passed out construction paper awards and
scissors for the field day at the Boys and Girls Club on Wednesday and asked
everyone to help cut the awards.
Henry Schoepp, an electrical engineering student, started to discuss
the problem of "penis cracking". President Stadlen stopped him and said the
subject was out of order.
Steve Morgan's speech on Chad Cowart's replacement application is
attached.
Vincent Roberts, President of IRHA, requested support for the
transfer being heard tonight to fund TVs and microwaves for the new '95
Residence Facility due to open Summer B.
Mayia Chaumont read excerpts from the Declaration of
Independence.
Jeff Kostick read from Civil Disobedience by Henry David
Thoreau.
Linda Fallon's speech is attached.
PRESIDENT'S REPORT:
Student Body President Mayeux presented the following Cabinet
appointments for approval: Clark Caplan for Research Director; Pamela Sherman
for Women's Affairs Director; and Chris Fuller for Interactive Services
Director. These appointments were approved as a bloc after being questioned on
their qualifications. Chris Fuller resigned his Tolbert Senate seat upon
approval. Student Body Presidents, Vice Presidents, and their Directors of
Student Lobbying will meet here on Friday, June 9, in room 400. Everyone is
invited to attend. The State Council of Student Body Presidents will be
enacting a new constitution forming a Council of Vice Presidents and, possibly,
a committee to look into judicial reform across the state. A lobby trip to
Washington, D.C. is being planned because of upcoming bills concerning Stafford
loans. President Mayeux encouraged support for the two transfers being heard
tonight.
President Stadlen presented Ryan Chandler as Assistant Supervisor of
Elections. This was approved. Judiciary Chairman Taylor reported that
Keith DuBose had been present on Sunday to be interviewed for Board of Masters,
and received the Judiciary Committee recommendation. This appointment was
approved.
IMAGE Chairman, Brian Gill, stated that he needs applicants for
directors and staff. He said Operation Outreach still plans to air Senate on
Cox Cable.
Student Body Treasurer Koukos asked for support for the transfers,
and stated he would speak further on them during presentation.
President Stadlen announced that Will Li had been appointed
Sergeant-At-Arms.
COMMITTEE REPORTS:
R&A:
Chairman Obesso said the committee met on Sunday and makes the
following recommendations for Summer A&B Replacements: Tiffani Fernandez
for BA and Chad Cowart for B. Ms. Fernandez was approved. Senator Shatkin
nominated Mayia Chaumont for the District B seat. Format was set at two minute
speeches and two questions for each candidate.
Mayia Chaumont said she had stated her interest and qualifications
at the last meeting, and is here to represent the students.
Chad Cowart said that R&A had recommended him, and feels he is
very familiar with what his constituents need and has ideas for representing
them. He's energetic, young, and able to represent the constituency.
Question by Senator von Oven: "What specific ideas do you hope to
bring to Senate to represent your constituency?"
Answer by Ms. Chaumont: She said that being an off campus seat, she
would like more information to get to students off campus because many students
come to classes and then leave not knowing what's going on. She thought that
newsletters or mailouts would be very helpful.
Answer by Mr. Cowart: The constituents were concerned with lighting
and parking in the district, and he would like to work on these.
Question by Senator Dougherty: "Being involved with the Latino
students, do you think you can serve the constituents of District B?"
Answer by Ms. Chaumont: She said that although she had stressed her
involvement with the minority community because she had not seen much
representation for them, she is also involved in other projects that will make
her able to represent more students.
Answer by Mr. Cowart: He said that although he has minority
friends, he can represent everyone.
Senator Morgan clarified that although Ms. Chaumont does not live in
District B, the Statutes state that any off campus district can represent any
other off campus district for the summer. Senator Kostick moved for three
rounds of debate, two minutes each. This motion failed. President Stadlen
said that dilatory calls for division would not be recognized. Chad Cowart was
elected to the District B seat by an electronic vote of 50 to 9.

BUDGET:
Chairman Gordon said that final reconciliation for the
Organizational Budget would be held on Sunday at 2:00 p.m. in room 283.
FINANCE:
Chairman Chapman said that two transfers would be presented for
first reading.
A&E:
Chairman Zudans said the committee met tonight and makes the
following absence recommendations: Senator Sintes tabled for more information;
Senator Cotilla on 5/16 excused due to a death in her family; Senator Louis on
5/16 excused for illness; Senators Parks and Krumm for 5/23 stricken due to
computer failure; Senator Chiu on 5/30 excused because she did not know she was
approved for the seat; Senator Hall on 5/30 excused because a class was
rescheduled for that time; Senator Wilson on 5/16 excused due to a death in her
family; Senator Lyhne-Nielsen for 6/6 and 6/13 excused due to the Dentistry
School break. These were approved as a bloc. Probation letters have been sent
to Senators Bidwell, Cotilla, Hall, Heyder, and Williams. Resignation letters
were sent to Senators Dial, Smith, Holly Hall, and Flanagan. The next meeting
will be Tuesday at 6:30 p.m.
Judiciary:
Chairman Taylor said the committee met on Sunday to interview Keith
DuBose.
The committee will meet on Sunday if any bills are submitted. Bills to be
heard by Judiciary must be submitted by 4:30 p.m. Friday. Chairman Taylor said
that censuring could limit speaking privilege, but not voting. Two censures is
grounds for expulsion.
I&I:
Chairman von Oven said the committee is requesting an interpretation
from the Board of Masters on Chapter 822.1 on membership exclusion before
making a decision on Phi Theta Kappa's eligibility for funding. There are no
pending complaints at this time.
IRO:
Chairman Hurley urged everyone to get excited and come out for the
Field Day at the Boys and Girls Club on Wednesday at 3:00 p.m.. There will be
a social tonight after 10:00 p.m.

FIRST READING:
95-1045 Transfer from Reserves to Student Government for $16,062.00,
presented by Student Body Treasurer Koukos - Treasurer Koukos explained that
SNAP had run short of funds in salaries because Student Traffic Court had been
prohibited by statute to provide the half funding which had been anticipated.
Student Government funds had been used to overcome this shortage in the
shortest time. This transfer would replace $12,000.00 to SG Operating Capital
Outlay and $4,062.00 to the Copying Line. The bill passed 59 to 5 with no
debate.
95-1046 Transfer from Reserves to Student Government and IRHA for
$26,660.00, presented by Student Body President Mayeux - This bill would
transfer $20,000.00 to SG Advertising and $1,000.00 to SG Awards to pay
outstanding debts left by the previous administration. The transfer also
includes $5,660.00 to IRHA to provide televisions and microwaves for the new
'95 Residence Facility as promised in the FOCUS Party platform. The facility
is due to open Summer B. There are plans to provide some new equipment for
older residence halls after the beginning of the new fiscal year in July. The
bill passed 59 to 5 with no debate.
ANNOUNCEMENTS:
1. Chris Fuller thanked everyone for his time in Senate and requested
anyone with an e-mail address to submit it for inclusion in the SG
system.
2. Applications for open seats are due Friday at 4:00 p.m.
3. There will be a party at Ryan Jones' house on Saturday night.

4. Senator Vu would like to meet with all independent and minority party
members after Senate.
5. Senator Taylor requested a big hand for Chairman Hurley for her work.

6. VAX Unlimited will meet Friday in room 232.
7. Senator Benkovic thanked the Budget Committee for their hard
work.
8. Student Body President Mayeux congratulated Glenda on her
haircut.
