Dear Colleagues,
Thanks to you, I have the privilege to share my thoughts with CPGIS members in this column. For the coming year, I will use this space to highlight the current agendas and major activities in the organization, to respond to your concerns, or just to tell you a few random thoughts.
Let me begin by saying a big THANK YOU to Yuemin, our past president, who devoted tremendous time and effort to leading CPGIS to a stronger and more matured organization. Also, I should, on your behalf, thank the members of the BOD, chairs of the executive committees, and the regional coordinators, who participated in decision making in CPGIS and contributed to various activities. A special THANK YOU goes to Lin Hui, who once again successfully organized the annual conference, to Gong Peng and Shi Peijun, who established the Journal of Geographic Information Science, to Guan Weihe, the editor-in-chief of the Newsletter, LI Yuanjun and Xiao Yanni who conducted the first member survey andbylaw amendment, to Lin Nancy, the co-chair of GEOINFORMATICS96, and to Lin Hai and Tang Xifang, who continue giving CPGIS strong supports through the Natural Science Foundation of China. Finally, I should thank all the members of CPGIS, for your active participation of CPGIS activities. I am confident that I could rely on the enthusiastic support from you and from the leadership group to continue the excellence of CPGIS.
After intensive efforts in the past several weeks, Liu Lin and I have finally form the leadership group of CPGIS, which is announced in this issue. While maintaining the basic structure of the administration, we decided to make a few minor changes to reflect the current situation and to prepare for the future development of CPGIS. We have expanded the BOD to include more members in the decision making process. The formation of the BOD also reflects the efforts to have a more balanced representation. We re-organized the executive committees so that they can be more effective in carrying out regular activities. The chairs and leaders for these committees are reported in this issue. The BOD will discuss the guidelines and responsibility of executive committees in its first monthly meeting.
One of the priority of CPGIS agendas is member participation. To create the structure for members to initiate or involve in projects, we added Working Group as the fourth layer in our organizational structure (the executive committees, the BOD, and the President). Each working group is responsible for a specific project approved by the BOD. The guidelines for conducting projects by working groups will also be discussed in the first BOD meeting.
The second strategy to increase member participation is the bi- weekly discussion on CPGIS-L that will focus on technical and research problems in geoinformatics. Lin and I will introduce this agenda to the first BOD meeting. Please send in your thoughts on how such discussion should be organized.
The well-being of CPGIS depends on contributions from its members. I am confident that we will do a good job together. I am looking forward to a productive year.

The yearly CPGIS presidential election started on Sept. 1st, 1995
and ended on Oct. 30, 1995. Dr. LI Bin obtained 50 of 88 valid votes
received by the '95 CPGIS Presidential Election Committee.
Dr.Bin Li has been enthusiastically involved in organizing and
participating CPGIS activities. He is currently the vice president of
CPGIS and has been a member of the BOD for three years. Bin Li
has devoted much effort to contribute to the GIS development in
China.

President : LI Bin
LI Bin was born in 1961. He received the B.S. from the South China
Normal University, in 1982. Afterwards he taught Economic
Geography for three years at SCNU before going to the University of
Nebraska for his M.A. in Geography. Two years later, he became a
Ph.D. student in the Department of Geography, Maxwell School of
Public Affairs and Citizenship at Syracuse University. He completed
his Ph.D. in 1993 and has been an Assistant Professor of Geography
at the University of Miami since then. LI Bin has a broad interest in
studying the spatial relations of human and physical processes. His
academic background is primary in computational geography and
economic geography. His recent research has been focused on high
performance computing in spatial information processing and
spatial statistics. LI Bin is also interested in application-oriented
problems. In the past two years, he has conducted funded research
in oil spill information management and tourist information system.
Recently, he submitted a proposal to study spatial and temporal
patterns of marine toxin diseases. His recent publications appeared
in the Practical Handbooks of Spatial Statistics, GIS/LIS,
GEOINFORMATICS'95, and AutoCarto 11.
Vice President : LIU Lin
LIU Lin was born in 1965 in Xiangtan, Hunan Province. He
obtained a B.S. and a M.S. in Peking (Beijing) University in 1984 and
1987, respectively. He received the Ph.D. from the Department of
Geography of Ohio State University, in 1994. He has been an
assistant professor of Geography at the University of New Orleans.
His broad research interest includes exploratory visualization of
spatio-temporal data, design and implementation of GIS
applications, and spatial analysis. His recent publications appeared
in GIS/LIS'93, GIS/LIS'95, GIS-T'95, and SPIE'96 (upcoming). He is
currently a member of the Board of Directors in CPGIS. He has been
an editor for the CPGIS Newsletter for two years. He is planning to
initiate a cooperative research project between CPGIS and
Zhongshan University, where he will visit on a China-Cornell
fellowship in the summer of 1996.
Treasurer : ZHOU Qiming
ZHOU Qiming was born in 1956 in Beijing, China. ZHOU obtained a
B.S. in Physical Geography in the Department Geography at Beijing
Normal University in 1982, and received the Ph.D. from the
B.S. in Physical Geography in the Department Geography at Beijing
Normal University in 1982, and received the Ph.D. from the
University of New South Wales(NSW), Australia in 1990. He is
currently an Associate Professor at the University of NSW,
Australia.
Secretary General : ZHENG Xiaoming
ZHENG Xiaoming received the B.S. from the Zhejiang University,
Hangzhou, China, in 1983 and the M.S. from the Nanjing Forestry
University/Southeast University, Nanjing, China, in 1986. As a
graduate student, he came to the Lakehead University, Thunder
Bay, Ontario, Canada, in 1991 and became a Ph.D. student in the
University of Calgary, Calgary, Alberta, Canada, in 1992. He has
been a Ph.D. student of the UC_Berkeley, Berkeley, California, USA
since 1994.

BOD Solution 95-9-5: Evaluation of Chinese GIS Software
Proposed by: Li Bin
The proposal on "Evaluation of Chinese GIS Software" has been
approved by the Commission of Science and Technology of China.
This proposal was originally written by Li Bin on behalf of CPGIS
and subsequently modified by Zhou Qiming. The project will be
conducted by CPGIS with assistance from the Remote Sensing and
GIS Research Institute at Beijing University and the National Lab of
GIS. The amount of funding for CPGIS will cover travel expenses,
hotel and meals, as well as project activities. CSTC is managing the
budget and the exact amount available to CPGIS will be finalized
soon. We will need to form a team of 4 experts/specialists who are
familiar with GIS software evaluations. Due to budget constraints, 1
of them must be from Hong Kong, and the rest from other parts of
the world. Li Jing and Zhou Chenghu will form a team of 8 people
to assist the project. Li Bin will coordinate this project for CPGIS
outside China and start selecting people to the team.
BOD Solution 95-9-6: Best Paper Awards in Geoinformtaics '96
Proposed by: Nancy Lin.
Nancy Lin proposed to grant Best Paper Award to the selected
papers from the submitted papers to the conference. Organizing
Committee will set up the dates for tha Awards and Academic
Committee will help to coordinate the reviews. Besides, the Annual
Awards Commitee will continue the efforts on the Best Paper
Awards to cover all publications.
BOD Solution 95-6-7: CPGIS Advanced GIS Professionals Training in
China and USA

1. Hong Kong Science Park (HKSP) Symposium
Hong Kong Science Park Symposium was held on the campus of the
Chinese University of Hong Kong on December 14, 1995. About 150
scholars, government officers, industrial leaders, and professionals
attended the symposium from Asia, Australia, Europe and America.
Speakers with variouis background discussed the HKSP plan
proposed by the Hong Kong Government, which would like to see a
"flag ship" built up for leading the development of Hong Kong's
High-Tech towards the 21th century. Professor Xu Guanhua, Vice
Minister of the State Science and Technology Commission, delivred
a speech in the symposium as the representative of Chinese
government. During the symposium, the experience for the sceince
and technology parks in China including those in mainland and
Taiwan, USA, Australia, and Singapore was introduced. One of the
results from the second stage of the proposal assessment is the
location of the HKSP. It has been suggested to be built next to the
campus of the Chinese University of Hong Kong.
2. Professor Xu Guanhua's visit to CPGIS HKIES
In the evening of December 14, 1995, professor Xu Guanhua, Vice
Minister of State Science and Technology Commission, met Dr. Lin
Hui, the director of CPGIS Hong Kong Infromation Exchange Station.
Dr. Lin Hui presented to professor Xu and other Chinese officers the
first issue of the CPGIS journal "Geographic Information Sciences".
Professor Xu appreciated the progress of CPGIS made by those
active members. He also would like to see the establishment of
CPGIS Beijing Station in the near future.
3. Special grant for Geoinformatics program in CUHK
The Department of Geography, The Chinese University of Hong Kong
was recently granted HK$2,900,000 from the University for
promoting its Geoinformatics and Spatial Decision Analysis Program.
The core members of this program include three CPGIS members
Drs. Leung Yee, Fung Tung and Lin Hui. This team in last year
received a grant of HK$1,500,000 from the Sun Microsystem,
California for building up the Workstation-based research lab and
HK$500,000 from the University for installing a weather satellite
receiving station and data processing system. A number of research
grants have been received by this team in last three years from
various sources.
4. The new address for GISLINK network*
The network address system in the Chinese University of Hong
Kong has been formalized recently by adding "edu" between "cuhk"
and "hk". For those who would like to post mails on the GISLINK

SAGINAW, MI USA-On Friday, October 6, the World Data Center
Panel of the International Council of Scientific Unions (ICSU)
meeting in Wageningen, Netherlands, approved the U. S. National
Research Council's nomination of CIESIN--The Consortium for
International Earth Science Information Network--as the World
Data Center for Human Interactions in the Environment.
The World Data Centers were established as part of the
International Geophysical Year (IGY) in 1957- 58. The basic
purpose of the WDCs was to ensure that observational data from
the IGY program would be readily available to scientific workers in
all countries. CIESIN was founded in 1989. Its mission is to
provide access to and enhance the use of information worldwide,
advancing understanding of human interactions in the
environment, and serving the needs of science and public and
private decision making. CIESIN is supporting major programs in
information management for several US federal agencies--NASA,
EPA, USDA--and also for the World Bank and agencies of the
United
Nations system. As a consortium, CIESIN draws upon the expertise
of universities and non-profit research organizations and is
headquartered in Saginaw, Michigan, USA.
In order for ICSU to give the WDC designation to CIESIN, the panel
had to change the definition of a World Data Center in two ways.
First, they enlarged their model of a data center to encompass an
electronically distributed center like CIESIN, and second, they
changed the definition of the WDCs from "solar and geophysical
data centers" to "solar, geophysical, and related environmental data
centers." These changes were made because of the importance the
panel attached to having CIESIN--repeatedly described at the
meeting as "the model for the data center of the future"--within the
World Data Center system.

Lethbridge, Geography Department, is looking for three ASSISTANT
PROFESSORS; at least one will be tenure-track, beginning July 1,
1996 ; the other(s) will be ten-month term appointments
beginning August 1, 1996, subject to budgetary approval.
Ph.D. or near completion in Geography with specialization in:
Position (1) Remote Sensing, Cartography and Spatial Statistics; (2)
Human Geography, Urban and Economic Geography, Geographic Data
and Analysis; (3) Environmental Sciences, focussing on
Environmental Planning.
The successful candidates will be required to teach at the
undergraduate level: Position (1) GIS, Remote Sensing,
Cartography and Spatial Statistics; (2) Human Geography, Urban
and Economic Geography, Geographic Data and Analysis. A
systematic speciality that complements or enhances existing
departmental strengths will be considered in place of one or more
of the listed areas. The successful candidate for position (3) will
teach in the new post- diploma Environmental Sciences Program,
and will be required to develop senior-level courses in
Environmental Planning, in addition to teaching other relevant
courses which complement our current program in Geography,
Environmental Sciences and Urban and Regional Studies.
For all three positions, the successful candidates must be prepared
to pursue active programs of research and ideally will have some
research interest centered in the Prairies and western Canada. An
opportunity may exist to participate in supervision of Graduate
Students.
The Geography Department has nine faculty members, and an
academic assistant in the area of GIS/Remote sensing. Majors in
Geography and multi-disciplinary majors in Urban and Regional
Studies are offered for the B.A. and B.Sc, and a new post-diploma
major in Environmental Science for the B.Sc is offered in
conjunction with the Biology department.
The department has a newly refurbished GIS/Remote Sensing
teaching lab, licensed to use a variety of software including Easi-
Pace, IDRISI, PAMAP and SPANS.
Within sight of the Rocky Mountains, Lethbridge and southern
Alberta offer a sunny, dry climate which is surprisingly mild for
the Prairies, excellent cultural and recreational amenities, and
attractive economic conditions. Founded in 1967, the University
focuses on excellence in undergraduate programs and has an
enrolment of over 4,000 students.

2. INDIANA, TERRE HAUTE 47809. Indiana State University,
ASSISTANT PROFESSOR. Tenure-track appointment beginning

Department of Geography, Geology, and Anthropology invites
applicants for a position in GIS/CARTOGRAPHY. A strong
commitment to undergraduate and graduate (MA and PhD) teaching
within the realm of spatial data display and analysis is essential.

The Department of Geomatics Engineering at the University of
Calgary has a very active GIS research group. In addition to other
research areas in the department, such as positioning and
navigation, gravity field, photogrammetry, remote sensing, land
studies, precise engineering surveys, GIS teaching and research has
added a new dimension to this engineering department. The whole
Geomatics Engineering program is recognized as one of the best
such programs in the world.
The GIS group, under the leadership of Dr. R. Li, is a very active and
dynamic team. With the students from a variety of background, this
group is conducting GIS research in 3D data structures and
databases, GIS/GPS integration, uncertainty modeling, marine and
coastal GIS, and OO systems supported by government agencies and
the private sector.
A WWW homepage is established to introduce the GIS research
results to the public. It includes a) the research team, b) GIS
projects, c) CVs, and d) publications. Details of the following projects
are available in the Web page: GeoStation is a UNIX workstation
based platform for automatically extracting 3D spatial information
from stereo geo-referenced CCD images controlled by GPS and INS
data. Accuracy of 30cm is attainable if objects are within 50m from
the cameras.
GeoView is a 3D geological subsurface modeling and visualization
system developed on a Silicon Graphics station. Two data structures,
surface and octree, have been applied in this system to suit the
purposes of visualization and spatial operations, respectively.
Underwater Image Processing System is an underwater
photogrammetric system for processing underwater video images,
thematic data extraction, database generation and data archiving.
3D coordinates of underwater objects can be obtained from stereo
images.
ImagExpert is designed to automate the processing and measuring
procedures of handling images from GeoStation. This in-
development system performs automatic or semi-automatic
recognition of image features and sequences, which is required by
the mobile mapping applications.
Navit & Frmwk is designed to improve user interface and to
optimize the hydrographic data processing at the Public Work of
Canada.
Uncertainty is a project to devise appropriate models for the
uncertainties existing in the available databases and to track the
propagation of uncertainty through the operations performed on
the data by the system.

Institute of Industrial Science(IIS) was initiated in 1949 as one of
the research establishments of the Unverisity of Tokyo which is
now covers almost all the fields of the engineering with 51 chairs
including four research centers, two guest chairs with a staff of
about 400 members. Since the institute encourages international
exchange and collaborations of academic staff and students on all
levels, more than 160 foreign students, visting scholars are working
in the research laboratories of the institute.
The Department of Building and Civil Engineering is one of the
biggest GIS related groups at IIS which involves Geo-informatics,
Environmental Control Engineering, Urban Environmental
Engineering, Geotechnical Engineering, Water Resources
Engineering, Traffic Engineering, etc., totally 16 active research
groups.
Under the supervision of Prof. Dr. Murai(the current ISPRS-
president) and Dr. Shibasaki, the international members of the Geo-
informatics group are working on a variety of research domains :
Land Use Management for Global Envitonment Conservation,
Dynamic Update of GIS database, Geo-information as a
infrastructure of information socirty, Global Moritoring with
Satellite Remote Sensing, and so on.
The institute invites applications for Visiting Research Fellows at
several academic levels. Visiting Fellows can apply for financial
support through several government and private programs with
the support of host faculty members. In addition the Foundation for
the Promotion of Industrial Science(FPIS) supports a number of
Visiting Research Fellows every year. The institute warmly
welcomes inquires and applications for the fellowship program.
