SPECIAL PHRASES:

"PRIORITY":  Used by field unit to indicate immediate need to transmit 
urgent information, when incident does not warrant 10-33.  The dispatcher 
will immediately respond to any unit that calls using CAD number and 
"priority."  Also used by dispatcher when multiple units are calling, to 
determine if a unit has an urgent message.

"REFERENCE":  Used by  field unit with thier CAD number to alert the 
dispatcher that they have traffic related to the incident being discussed 
or dispatched; especially when the channel is on 10-33.
