ALACHUA COUNTY SHERIFF'S OFFICE REV 03/01/94 SOP 2.27 Radio Signals and Codes I. Scope and Purpose: The purpose of this section is to establish and define a standardized set of radio codes utilized by law enforcement agencies in Alachua County. II. Statement of Policy: The ACSO shall establish and utilize a standard- ized set of radio codes. III. Procedures: When communicating on radio frequencies, the following Ten Signals, Dispatch Signals, Disposition Codes, Response Codes and Military Phonetic Alphabet will be used in the most appropriate manner to convey messages while conserving radio air time. Ten Signals with Explanation: 10-1 Receiving Poorly: Radio transmission not received clearly. 10-2 Receiving Well: Radio transmission received clearly. 10-3 Radio Check: A request to check the transmission quality of a radio. 10-4 Acknowledgement: Used as both an affirmative acknowledgement to a transmission and also to indicate that field units are "okay" following a unit check. 10-5 Relay to: Relay information, article or person from one place to another. 10-6 Busy: Out of the car or doing something where a field unit is unable to respond to another call. Usually used with a location. 10-7 Out of Service: An unavailable status where a unit is unable to respond to information or calls. 10-8 In Service: Available to respond to information or calls. 10-9 Repeat: Repeat information just given. 10-10 Out of Service Subject to Call: Out of service but can respond if needed. (LOCATION SHOULD BE PROVIDED IF APPLICABLE) 10-11 Speaking too Fast: Transmitting too rapidly. 10-12 Official or Visitors Present: Indicating someone is in the vehicle or in close proximity. 10-13 Weather/Road Conditions: Can indicate traffic problems or weather conditions. 10-14 Unit Check Every ___ Minutes: Indicates field unit needs to be checked on every ___ minutes. Unit will specify interval. 10-15 Prisoner in Custody: Having someone in custody who has been placed under arrest. 10-16 Transporting Prisoner: Indicates a field unit has a prisoner in his/her vehicle and is transporting to another location. (DESTINATION SHOULD BE PROVIDED). 10-17 Continuing Investigation at: Trying to find out additional information on a case. (LOCATION SHOULD BE PROVIDED) 10-18 Urgent: Indicates that the situation requires an immediate response or attention. (NOT USED IN PLACE OF CODE 3) 10-19 Return to Station: Return/returning to station. 10-20 Location: Indicates current location or where a specific location is. 10-21 Phone Station: Make contact with the station by phone. An extension and/or ID number should also be provided. 10-22 Disregard: A request to disregard information or last radio message given. Should not be used to cancel a response to a call, use 10-66 instead. 10-23 Standby: Wait until further information is given. 10-24 Emergency Backup: Assistance is needed immediately, minimum of two units dispatched CODE THREE. 10-25 Contact: Can indicate contact by phone or in person. 10-26 Message Received: Information received and acknowledged. 10-27 Drivers License Check: Request for drivers license information from NCIC/FCIC. 10-28 Registration Check: Request to determine who a vehicle is registered to. 10-29 Wants or Warrants: NCIC/FCIC inquiry to determine if an article or vehicle is wanted or stolen. 10-29P Wanted Person Check: NCIC/FCIC/Local inquiry to determine if a person is wanted. 10-30 Against Rules and Regulations: Against S.O.P. or rules. 10-31 In Pursuit: Unit chasing someone either on foot or in a vehicle. 10-32 Breathalyzer Operator: Law enforcement officer trained and certified in operating blood alcohol testing equipment. 10-33 Emergency Traffic: When the situation warrants a particular field unit or group of units to have exclusive use of a radio channel without interference from other personnel who are not involved in the same incident. Is only used in cases where someone's life may be endangered if a unit had to wait for radio traffic to clear before he/she could contact dispatch. It is the responsibility of the field units to request and clear 10-33 under most circumstances. 10-35 Confidential Information: Information not for public review to be passed on only within the ranks of the personnel involved. 10-36 Time: Request for the current time of day. 10-37 Operator on Duty: The ID number of the person indicated. 10-38 Routine Backup: Non-emergency (Code 2) request by field unit for one additional backup unit. The requesting unit must specify if more than one unit is needed. 10-39 Message Delivered: Information relayed as instructed. 10-41 In possession of: Having a certain article or information in one's possession. 10-42 At Home: When a unit checks out at home or someone else's home. 10-43 Information: Information that a field unit or dispatcher has pertaining to an incident or other situation. 10-44 Paperwork: Used to indicate any type of paperwork or written report. 10-45 Phone: Used in conjunction with a telephone number, the name of someone to be called on the telephone, or a request to make a telephone call. 10-48 End of Message, did you receive?: Used to indicate that all the information has been given in that transmission followed by a request for confirmation. 10-49 Serving Papers: Indicates attempting to serve civil process. 10-50 Traffic Stop: Used any time a field unit stops a vehicle. 10-51 Enroute: When a unit is responding to a given location. 10-52 Estimated Time of Arrival: The estimated length of time it will take for a unit or person to reach a given location. 10-54 Negative: Indicates a negative or "no" answer. 10-55 Assign/Request Channel: A request for, or assignment to, another channel, usually directed to the dispatcher who will identify an available channel and direct the requested unit to that frequency. 10-56 Meet: Indicates one unit requesting to meet with another or with a person. 10-57 Teletype Channel: Request by field unit to move to the designated teletype channel or, direction by dispatcher for a field unit to go to the designated teletype channel. 10-63 Meal Break: Indicates a unit is out at a designated location for a meal break. 10-64 Personal Break: Indicates a unit is out at a designated location for a short break. 10-65 Copy Call/Information: Instructions to receive or copy information or a call. 10-66 Cancel: A direction to cancel a response to a call. 10-67 Request Photo Technician: Not currently used. 10-68 Request Evidence Technician: Request for designated ET Unit to process a crime scene. 10-69 Request Crime Scene Technician: Request for a Crime Scene Investigator to respond to process a crime scene. 10-70 Through 10-79: AGENCY ASSIGNED, (not standardized) 10-85 Shift Change: Indicates that the on-coming patrol shift is on duty and prepared to handle calls and the current shift is relieved. 10-86 Starting Duty: Indicates that a unit is beginning his/her tour of duty. Used by non-patrol division units to indicate that they need to be logged into the CAD system. 10-87 Ending Duty: Indicates that a unit is ending his/her tour of duty and should be logged off. 10-88 Advise Phone Number: A request for a telephone number where a unit can be contacted. 10-89 Available on Pager: Indicates that a unit is now available for contact by pager. 10-90 At Police Academy: Indicates a unit is at the police academy. 10-91 At ACDC: Indicates a unit is at the jail. 10-92 At Court/Deposition: Indicates a unit is in court or giving a deposition. (LOCATION SHOULD BE PROVIDED) 10-93 In Shift Briefing: Indicates a unit or shift is currently in roll call. 10-94 In Training: Indicates a unit is in training at a designated location. 10-95 Vehicle Maintenance: Indicates a unit is out of vehicle for refueling or repair. (MUST SPECIFY LOCATION) 10-96 At Station: Indicates a unit is at his/her assigned headquarters. If a unit is at a sub-station, they must advise the substation name. 10-97 Arrived at Scene: Indicates a unit has arrived on the scene of an incident. 10-98 Assignment Complete: Indicates a unit has completed a call and is available for assignment. Field unit must transmit the verified signal and Disposition Code(s). 10-99 NCIC/FCIC/Local Hit: Indicates an NCIC/FCIC/Local hit. 10-99A Article: A hit on a stolen article. 10-99F Felony: A felony hit on a person. 10-99M Misdemeanor: A misdemeanor hit on a person. 10-100 Alert - Remain in Contact: Due to unusual circumstances, field units are directed to remain in radio contact with communications. If radio communications are not available, then field units are to contact communications by telephone. Dispatch Signals with Explanation: 0 Armed Subject: Indicates that an incident involves a gun, knife, or some object that could be used as a weapon. 1 Impaired/Reckless Driver: When someone intoxicated or impaired is operating a motor vehicle in a reckless manner. 2 Intoxicated Subject: When a subject appears to be intoxicated/ impaired. 3 Hit and Run Crash: A motor vehicle crash where one party has left the scene. 3PI Hit and Run Crash with Personal Injury: A hit and run motor vehicle crash involving injuries. 4 Motor Vehicle Crash: Unintentional incident involving a vehicle(s) resulting in damage to vehicle(s) or other property. 4PI Motor Vehicle Crash with Personal Injury: A motor vehicle crash involving injuries. 5 Homicide: The unlawful taking of another person's life. 6 Escaped Prisoner: When someone placed under arrest or detainment escapes from custody. 7 Death Investigation: Ascertaining the facts surrounding the death of a person. 8 Missing Person: A person whose location has not been determined and who has been reported missing by a responsible party. 8C Missing Child: A person under 12 years of age who is missing. 9 Lost/Stolen Tag: Indicates a vehicle tag has been stolen or lost. 10 Stolen Vehicle: Denotes a stolen motor vehicle. 11 Abandoned Vehicle: Indicates a vehicle that has apparently been abandoned for a period of time or is creating a traffic hazard. 12 Traffic Problem: Any traffic related problems, including reckless drivers, DAV's, and other vehicle related calls for service. 12P Parking Problem: Any incident involving violations of parking ordinances or statutes. 13 Suspicious Activity/Condition: An incident of suspicious nature. 13H Incomplete 911 Call: 911 hang-up received by the Communi- cations Center requiring a field unit response to verify that no emergency exists. 13P Suspicious Person: An incident involving a person acting in a suspicious manner. 13U Unsecured Condition: An incident where a structure has been found unsecured. 13V Suspicious Vehicle: An incident involving the suspicious activities of a motor vehicle. 14 Information: Indicates circumstances where communications needs to enter non-dispatchable information into the CAD system. 15 Special Detail: Any special assignment being handled by a field unit where they will be unable to respond to routine incidents. 16 Miscellaneous/Unclassified: Any call not covered by a listed dispatch signal. Must specify the exact nature of the call for service. 17 Follow-Up Investigation: A situation where a field unit needs to be dispatched for additional investigation after an incident has been already been handled and closed out by the original unit. This is not a continuation of an incident being currently being worked, which should radioed in as a "10-17". 18 Beverage Violation: Incidents involving possible violations of the beverage laws, including Open Container, Underage Drinking, etc. 19 Narcotics Violation: Incident involving controlled substances. 20 Mentally Impaired Person (MIP): A person having mental problems who might be a hazard to himself or others. 21 Burglary: Unlawful entry or attempted entry of a structure or conveyance with the intent to commit a crime. 21B Burglary-Business: Burglary committed to a business. 21C Burglary-Conveyance: Burglary involving a motor vehicle. 21R Burglary-Residence: Burglary to a residence. 22 Disturbance: Incident involving a dispute between parties. 22C Disturbance-Civil: Dispute over non-criminal matters where law enforcement assistance is usually not warranted except to maintain the peace. This code is usually used by a field unit re-verify an incident at time of closeout. 22F Physical Fight: Disturbance where a physical altercation is taking place. 22T Trespass: Disturbance over the refusal of a person to leave a given location, or an unauthorized person at a location. 22V Disturbance-Verbal: Disturbance involving a verbal altercation. 23 Riot/Civil Disturbance: Incident involving a large, uncontrol- lable crowd which requires resources beyond those available using the on duty patrol shift. 24 Robbery: The forcible taking of property from another against their will by using force or putting them in fear. 24A Robbery-Armed: Robbery involving some type of weapon. 24S Robbery-Strong Armed: Robbery where no weapon is used. 25 Fire: Indicates an object or property in flames. Type of fire should be specified. 25A Arson: The intentional setting of a fire. 26 Drowning: When a person is believed to have drowned. 27 Prowler: Any person who appears to be trying to conceal himself while around a building or residence. 28 Sex Offense: Any incident, excluding rape or attempted rape, that is sexual in nature. Includes Indecent Exposure and Lewd and Lascivious conduct. 29 Assault/Battery: Incident involving the intentional injury or threat of bodily harm toward another. 29X Sexual Battery: Rape or attempted rape. 30 Officer Needs Help/Emergency: Used when information is received from a citizen that a field unit is in need of emergency assis- tance. Also used for call entry into CAD. 31 Medical Emergency: Any incident where law enforcement needs to respond with EMS, where another Signal is not more appropriate. 32 Theft: The taking of someone's property by stealing without placing the victim in fear. 32S Shoplifter in Custody: Incident of retail theft where the offender is in custody. 33 Alarm: An alert that indicates a Burglary, Attempted Burglary, Robbery, Fire or Medical Emergency. 33A Audible Alarm: Alarm where the alert can be heard outside the structure. The type of alarm is not always known. 33B Burglar Alarm: Indicates a possible burglary. 33F Fire Alarm: Indicates a possible fire. 33L Lifeline Alarm: An activation of a medical alert alarm, either activated by the patient, or an alarm that auto- matically activates if not reset each day by the occupant. 33P Panic Alarm: An alarm which has been manually activated by a person to indicate some type of emergency situation. These alarms are commonly referred to as "panic" or "duress" alarms, and could indicate a robbery, burglary or other crime in progress. 33R Robbery Alarm: Indicates a possible robbery. 34 Bomb Threat: Indicates that someone has indicated that a bomb or other explosive device may have been set. 34D Explosive Device Found: Indicates that an actual bomb or suspicious device has been located. 35 Person Shot: Indicates person(s) shot by another. 36 Person Stabbed: Indicates person(s) stabbed by another. 37 Suicide: The taking of one's own life. 37A Suicide Threat/Attempt: A person threatening or attempting to take their own life at the present time. 38 Hostage/Abduction: Holding a person against their will. 39 Marine Incident: Any incident occurring on/in the water, including boating accidents, reports of reckless boating, etc. 40 Aircraft Incident: Any incident involving an aircraft including downed aircraft, fires on aircraft, and all airport alerts. Communications will specify the alert level for all aircraft emergencies at the airport. Alert I - plane experiencing minor difficulty Alert II - plane experiencing major difficulty Alert III - plane has crashed, or there is a fire on board an airborne aircraft 41 Recovered Property: Locating/recovering property previously reported stolen. Not to be used for Found Property, (see Signal 43F). 42 Criminal Mischief: The intentional damaging of someone's property. 43 Property Call: Call involving individual property not related to a crime. 43D Damaged Property: Property damaged unintentionally. 43F Found Property: Property located and turned into law en- forcement which does not appear to have been stolen or involved in some criminal matter. 43L Lost Property: Any property that has been lost, but not stolen, and where the complainant is requesting law en- forcement documentation. 44 Juvenile Problem: An incident, usually a disturbance or other problem, involving any person under the age of 18 where a parent or guardian is requesting law enforcement assistance. 45 Shots Heard: Call where shots have been heard but no one has been injured. 46 Trash Dumping: The intentional dumping of trash on any property not designated a landfill. 47 Harassing/Threatening Phone Calls: Harassing, threatening, or obscene phone calls. 47D Death Threats: A threat, made by telephone, in person, via written note, etc. in which the suspect has indicated that they will kill the victim. 48 Wanted Person: A report of a wanted person being at a specific location, or a person calling to turn themselves in, requiring a field unit response to investigate. The warrant information may, or may not, have been confirmed. 49 Serving Warrant: Attempting to take a wanted person into custody. 50 Assistance Call: Any call where assistance is given. 50A Assist Other Agency: Providing assistance to another public safety agency. 50C Assist Citizen: Assistance given to any citizen. 50D Assist Disabled Vehicle: Assisting any disabled vehicle. 51 Noise Complaint: Indicates a complaint of loud/nuisance noise, including loud parties, loud music, or other noise related distur- bances. 52 Increased Patrol: Checking a structure or residence to determine whether or not criminal activity has been attempted or has occur- red. Also includes patrolling an area to investigate suspicious activity. 53 Animal Problem: Any call involving an animal (includes animals running at large, animal bites, etc.). Communications will specify the type of animal problem. 55 Vice Violation: Incident involving prostitution, gambling, etc. 56 Forgery/Counterfeiting: Cases of making, altering, uttering or possessing, with intent to defraud, anything false in the sem- blance of that which is true. 60 Hazmat Incident: A law enforcement response with Fire Rescue to investigate a situation involving potentially hazardous materials or chemicals where the responding units need to take extra safety precautions. 61 Hazardous Conditions: Incidents where potentially hazardous con- ditions require a law enforcement response, (downed power lines, swift-moving water, open utility covers, etc) 70 Thru 79 AGENCY SPECIFIED SIGNALS CAD Disposition Codes: Field units should provide all appropriate disposition codes at the time the call is closed out. A Incident Report Without Property Control: Written incident report where no property sheet is required. B Incident Report With Property Control: Written incident report which includes a completed property sheet. C Citation: A Uniform Traffic Citation, DUI Citation or Boating Citation is issued to the offender. D False Alarm Clearance: Alarm has proven to be false. Use one or more of the codes listed below. D1 Unable to Contact Responder. D2 Responder List Not Current. D3 Responder Refused to or Did Not Respond D4 Audible Alarm Deactivated D5 Unregistered Alarm/Improper Automatic Dial-in D6 User Error or Testing System D7 Equipment/System Malfunction D8 Power Outage D9 Telephone Line Trouble D10 Unknown/Weather Clear D11 Unknown/Stormy Weather D12 Other E Warrant Executed: Warrant/capias executed on a wanted person with completion of a mittimus. F Field Interview Card: Documentation of a field contact with some- one. G Crash Report: Completion of a DHSMV Long/Short Crash report. H Trespass Warning Issued: Documentation of a written trespass warning. I Vehicle Tow Sheet: Vehicle impound sheet completed for contract tows, seized vehicles, codes enforcement tows, evidence tows, etc. J Other Report: Any written report not covered by listed disposi- tion codes (traffic crash blue form, boating accident report, animal bite form, etc.). M Message Delivered/Left: No report generated but the requested information was delivered or left. N Advice/Assistance Given: No report written but advice or assis- tance was given. P Parking Citation: A parking citation was issued for a parking violation. R Resolved: Problem has been resolved and no written report is needed. S Secured: An unsecured building or condition was secured and no report is written. T Turned Over To ___: Information/incident turned over to another agency and no report is written. U Unable to Locate/Gone on Arrival: Unit cannot locate the loca- tion/suspect or the suspect/complainant are gone on arrival and no report is completed. W Warning: Subject(s) given a verbal warning for a violation but no report is written (traffic warnings, etc.). X Unfounded/Lawful Act: No criminal violation occurred and no report is needed. Z MISC/OTHER: Field unit will provide comments or other disposition/clearance when the incident cannot be closed out using the other available codes. Response Codes: Code 1 Delayed Response: Used when a unit will not be responding immed- iately to a call (waiting at a railroad crossing, flagged down by a citizen and temporarily unable to respond, vehicle not ready to respond due to need for fuel, not let loaded with equipment, re- fueling, etc.). Code 2 Non-Emergency Response: Normal, routine response without the use of lights and siren. Code 3 Emergency Response: Responding lights and siren to an emergency situation. Code 4 Calls Holding - No Units Available: Indicates a situation where calls are being held and there are no units available to dispatch. Dispatcher will advise the signal and type of call holding.
