Republican Liberty Caucus College Chapters

Original draft by Clifford Thies, RLC Chairman Edited and updated by Tom Walls, RLC Executive Director College Chapters are to act as both caucuses within College Republican Clubs (or their on-campus equivalents) where such clubs are organized, and as independent clubs; a model name would be "Cornell University Republican Liberty Caucus" understood to be "of the Cornell University College Republicans" if such a club exists. Membership: Membership in college chapters is to be defined in the by-laws of the chapter. Persons not enrolled as students at the college may only have limited membership status, which must be spelled out in the by-laws and is subject to approval by the Republican Liberty Caucus. Membership is not necessarily to be limited to registered Republicans, members of the College Republicans, or current members of the Republican Liberty Caucus. Officers: College chapters are to have a minimum of two officers, a Chairman and a Secretary (or Secretary-Treasurer); the Chairman of the chapter and a two-thirds majority of the officers of the chapter must be dues-paying members of the Republican Liberty Caucus, and members of the College Republicans where such clubs are organized. Meetings: College chapters are to have by-laws providing, at minimum, for four meetings a year, including an annual meeting during the late spring semester at which officers are elected for the next academic year by the members of the chapter. If there are more than three officers, they are to be elected as a set by the replacement method of proportional voting subject to the condition that at least a two-thirds majority of them are dues-paying members of the RLC and members of the College Republicans where such clubs are organized. Once elected the set of officers would organize themselves into specific offices. RLC Dues: Membership dues in the Republican Liberty Caucus of members of recognized college chapters, such as may be collected by the college chapter and forwarded to the RLC Treasurer, shall be one-half the student-discount rate (as of January 1st, 1998, the student discount rate for general RLC membership is $12, therefore dues collected through recognized college chapters would be $6 per year). RLC College Liaison: the RLC College Liaison (or Campus Coordinator) shall be appointed by the RLC Chairman, and shall serve under his direction. As implied by his title, the RLC College Liaison shall be the liaison between the RLC National Committee and staff and the College Chapters. RLC College Council: The RLC College Council shall consist of the RLC College Liaison and the Chairmen of the RLC college chapters. When the number of RLC College Chapters exceeds twenty, the RLC College Liaison shall divide the chapters into at most five regions within the United States. Within three months of the formation of these, four representatives shall be elected to the RLC College Council by the chairmen of the RLC college chapters by the replacement method of proportional representation voting. The RLC College Liaison shall be the Chairman of the RLC College Council. Other officers of the College Council shall be appointed by the RLC College Liaison from among the members of the College Council subject to the approval of the RLC Chairman. The RLC College Council shall conduct three electronic meetings per academic year: 1) mid-fall semester 2) mid-spring semester, and 3) summer. Inter-College Chapter Communications: The RLC College Liaison or his designee shall establish and maintain an internet-based communications link among the RLC college chapters. Each six-month period, the RLC College Liaison or his designee shall abstract and edit up to two RLC newsletter ("Republican Liberty")-sized pages of material from this communications link and other sources for publication in the RLC newsletter. Grants: The RLC College Council shall, at each of its first two meetings, within the budget provided by the RLC National Committee, make (cash) grants to college chapters, generally for specific activities and events, subject to the approval of the RLC Chairman. Awards: The RLC College Council shall at its summer meeting, recognize deserving or exceptional college chapters, such as "Best RLC College Chapter of 1998-1999." Activities: Recommended activities for RLC college chapters shall include but not be limited to the following: regular meetings, holding caucus at College Republican meetings and/or submitting libertarian-oriented platform planks or resolutions, hosting tables to distribute RLC newsletters as well as libertarian and free-market literature, distributing flyers, writing letters-to-the-editor or opinion articles for campus newspapers, hosting speakers, or showing videos to interested students.
